My circuit breaker feels hot to the touch what could the problem be?

My circuit breaker feels hot touch be?
Every time tn oven pops heater (baseboard) comfort zone breaker box hot touch. Ty we box smells burnt plastic/metal. cd pm cause fire?

    Could be a bad breaker, if you know what you are doing change the breaker out but do not go to a higher amp, this will make the wiring itself the ‘breaker" and could cause a fire! Before attempting to change out the breaker turn off all the power to the box!!!! If it is a 220 breaker one side of the breaker may be bad.
